Welling up around the inlet and outlet? Is this a specific mobile home water heater that feeds off the side or is it just like a standard electric one the has the connections off the top? Pictures would be great.

I've heard of doing something similar like that in your attic and putting stuff similar to that under concrete but I find it hard to believe putting it underneath your mobile home will do much. If anything it will just trap moisture and cause problems. I'd stay away from that gimmick.

Yes, the pleated or fiberglass ones you can get at a hardware store should be just fine. I usually use pleated with the metal bracing.
