Sounds like you have either a bad t-stat or bad sequencer(s). Sequencer would be my choice.

I blocked off our outside vent like DaleM mentioned on our E3EB unit. Basically unhooked the duct, taped over the hole, then hooked the duct back up. Do you have ceiling or floor vents? Have you tried removing the vent covers in that room to see if that helps? Throttling them down in the other room ...

This could work. Not only to pull more warm air, but to create negative pressure on that end of the house, thereby accommodating more supply air to feed there. I would probably choose the 6" width. The 4" could be used for steps 7 & 8 above, but then you'd have to lap several layers to create the sill pan.

Depending on how porous the block still is may determine the approach. If there are still open pores, then I would use a thick paint designated for concrete foundation walls. Otherwise any good exterior latex paint should work fine. Best is very subjective and opinionative.

Did you use shims to install the jamb on the strike side? It's possible that you snugged them up just a tad too much. Since you describe this as a screen porch, this suggests that it's still exposed to the elements one way or another.
