Without pictures it is impossible to say.
To add pictures use the "full editor" and add the files. you may have to resize them if they are too large.

The code states 1sq/ft of ventilation per every 150sq/ft of floor space. I don't think I have ever seen a formula for power vented. During warm weather I don't think you can have too much ventilation. For leaks, all you can do is a close inspection or pressurize the system with a gauge and watch it....

I can't see any reason as far as federal HUD regulations, but there may be local codes involved so check with your code officer first.

It is hard to say without seeing them, but they sound like the panels may have been some type of kit addition pre made just assemble on site. you could try some low expansion foam if you can get to the void.
Pictures need to be resized to post here, most picture programs have that feature.

I say PLAN because one thing leads to another, open up the floor and you end up with wall damage. open up belly you usually find insulation and possibly floor & rim joist damage. I have seen many people go in to do one thing and end up finding MUCH more and end up dumping a pile of money into it...

It would need to be releveled at the least. Plan on a total overhaul, with new under belly and heat ducts.

If you have 2 wires now any 2 wire should work. I think the colors are labeled on the back of the thermostat.

I think the problem would lie with the installer. If you have a quality installation on a quality foundation the problems would be minimal. A cheap hack job with the home just set on blocks would be more prone to problems.

The problem with metal roofs is that you WILL have condensation. it is how it is handled is the difference. I wish I could say "all you have to do is....." Spray foam insulation is a solution that I hear works, but gets expensive fast. Plastic can contain the moisture, but you need ventila...

You may need to run a straight line across the floor. You may find the joists are bowed down from excessive weight on the roof. Metal roofs & condensation seem to go hand in hand, it is usually a major pain. The porch may be the easiest. I used vinyl soffit on the bottom of mine, any condensation drips on to it and with a slight pitch gust runs off to the side. Ventilation is about the only way to prevent condensation on...
