Checked unit and found 24 volts to board, but not running, nor contactor pulled in. Removed and re-installed ODT and unit came on. Worked OK till customer had power outage, when power returned, condensing unit failed to come on. Removed ODT and bypassed, came on fine until a another utility related power failure again. Again found condensing unit off. Removed and replaced jumper and unit runs. Do I have board issues and if so is that board model # 917178A?

IF you have low voltage to board, BUT not out of board to contactor, then unless there is a timer on board delaying it, it is bad.

With it only happening with a power outage, sounds more like a delayed timer issue.

Is the board part # for this unit in fact 917178A? Thanks for your help. Unit model # is actually MT3QC-042K. Thanks!

Yes, 917178A is correct defrost control board number.
