compreser delay

takes a long time for compresser to come on after heat is on.any help? thank you russell

when you turn on the heat it takes 5 to 10 min for out side unit to come on
and now blower will on stay on but box is heating up i have to turn breaker off then back on to get blower to come on thank you for your help russell
