A few questions regarding electric furnace

The furnace in question is a Nordyne E2EH 015HA.
Ill try to sum this up in a nutshell.
Last summer, my mother did not have AC in her trailer, she called a friend who knew a little about HVAC and determined that the AC was running but the heater coils were also kicking on. So it was heating the cool air that was being blown canceling each other out.
I dont know what all he tested or checked, but his solution at the time was to disconnect the heating elements by disconnecting the black wires from each one.
I have opened this panel and I am familiar with some of the components since I build large HVAC control boxes for Carrier.
It is switching over to winter, and she has no heat with those disconnected. When plugging them back up, the same thing happens. Even when the thermostat is set for cool, and turned all the way down, the coils still come on and attempt to heat the cold air.
The heating part works fine. Heat comes out of the vents, and the outside unit doesn't turn on so I know the AC is at least cutting off when the heat is running.
Ive also noticed that the heating elements remain on even when the fan isn't blowing. I dont think they are on constantly since I can hear ticking every now and again from the relay but what little knowledge I do have cant come up with a reason the coils would come on, without the fan blowing when the temp in the room is already at what the thermostat is set for. Is this normal?
Thank you all for your advice. She is not without heat or air right now but it has to be one or the other. Either I connect the wires and she has heat with no AC, or I disconnect the wires to disable the heating coils to give her AC.
The relay and sequencer assembly is H1-110 C1-110 and I know they are easily found on the internet. Could this part be the cause of the trouble? I cant think of anythign else it could be aside from like a control board somewhere. The transformer, breakers, and all the wires look to be in great condition.
If you need any more info from me, let me know and ill do what I can. I just wanted to get help here before I call and have a service tech charge my mother out the wazoo.
