I just noticed that there is rotted wood around the edges just above the skirting. This is just beneath or alongside (?) the floor of my bedroom and the laundry room
It easily falls apart with touch.
I'm not sure what to do with it...any suggestions?

If I am seeing it correctly it looks like there is not any type of flashing at the bottom of the siding. It looks to me like any rain runs off the bottom on the siding directly onto either the floor edge or rim joist.
You may have gotten lucky and caught it before the damage is too severe. If the damage does not extend too deep I think I would try to seal up the edge with some type of wood sealer and add some type of flashing to divert the water around it. You may find the whole perimeter of the home is like that.
I would also take a look around the laundry room to make sure that is a source of a leak.
