Make sure you prime first, then you can use what ever paint you want. I would recommend Zinsser 1-2-3, it has very good adhesion and hide so whatever pattern is on the paneling will not show through your top coat.
As for color, IMO beige and off white's always just look smoke stained and old to me.

Primer prepares substrates for final coats by sealing any imperfections. Like with your walls, they are paneling and need to be sealed so the paint can adhere to it. In my situation, my home was smoked in by the previous owner so I have nicotine stains/smells I am sealing with;

I painted over some paneling with Glidden paint and primer-in-one. Before painting, we wiped down the areas to be painted really good. It looked great with just one coat, but we're going to apply a second coat just to be safe.
We ended up going with a sandy tan color, and used an off white for the trim. The ceiling had some stained wood beams that covered the seams between panels, and we painted over those with a reddish-brown color.

I finished a few weeks ago. It was not traditional paneling but they were panels. I bought 5 gallons of Home Depot flat white maintenance paint and had to give everything 3 or 4 coats, but now it looks great and like a regular wall. The bedrooms had a strange cross courdoutuy type wall covering but I was able to paint that with the white too.

use to clean your walls with that will make the paint stick properly and not try and peel or fall off the vinyl wall board.

It's a good deal of work, but what I did was peel off the thin vinyl layer. Mine was coming loose in places anyhow. The vinyl layer is much thinner than even a sheet of paper. This works if you have the thin wooden walls, covered with the paper. If you have sheet rock, then it will also remove the top layer of paper from the rock too, so not a good idea there.
Clean the walls with TSP and sand thoroughly, to rough the vinyl surface, with 120 sand paper before painting.
